Rural Financial Counselling Service North Queensland’s governance and strategic direction is guided by an experienced Project Management Committee.
Our Management Committee was established in 2016 at the commencement of the Rural Financial Counselling Service North Queensland (RFCSNQ) and continues this oversight across to Small Business Support North Queensland and Farm Business Planning North Queensland.

David Arnold
David is the Executive Officer of Rural Financial Counselling Service North Queensland and the aligned Small Business Support North Queensland and Farm Business Planning North Queensland.

Cr Rick Britton
Rick has significant demonstrated experience in public administration, leadership and governance, along with a lifetime of knowledge of primary production in some of Australia’s harshest climate.

Cr Tony Rayner
Tony has extensive experience working in senior executive positions across a variety of sectors including agriculture, employment and training and regional development.

Rachel Bock
With a solid understanding of the agricultural sector and the financial hurdles faced by regional businesses, Rachel is determined to guide RFCSNQ in its efforts to strengthen rural communities and businesses.

Dr Thea Voogt
Thea is an Associate Professor in the School of Law and the Director of Business Law, specialising in income tax law, agriculture tax policy tools, the impact of climate change on the financial fortitude of farming families, corporate governance and business structures.

Our large and diverse region covers the local government areas north of and including Isaac, Barcaldine, Longreach and Barcoo.
